Everyone hates travel fees, but are all travel fees bad?

For example, last year Colorado passed a law that added a $3 a day “congestion impact fee” to rental cars starting Jan. 1. The surcharge, which will raise about $50 million annually, will pay for new transit services like intercity buses and passenger rail projects.

And now, the car rental industry weighed in on the issue.
