First, the good news: The National Oceanic and Atmospheric Administration is predicting a below-normal Atlantic hurricane season this year. 

But tell that to the travelers displaced by Tropical Storm Arthur, the season's first named storm. It developed in the Gulf of Mexico last week and immediately wreaked havoc on people’s travel plans.

Flood watches covered at least 16 million people from South Texas to Central Mississippi. Chicago O'Hare alone absorbed more than 410 outbound and 380 inbound delays, alongside dozens of cancellations.
